The water supply system and the sewage disposal system of the city shall be operated
and maintained as one system on a combined-rate basis, to be known as the water supply
and sewage disposal system, which shall include all water mains and laterals, pumping
stations, wells, pumps, pumphouses, standpipes, elevated tanks, sewers (whether sanitary
or combined storm and sanitary sewers), sewage treatment plant, sewage lift stations
and all attendant facilities and equipment which are used or useful in the operation
and maintenance of the water supply or sewage disposal system and shall include all
of the same which may hereafter be acquired.
